It does not have to be lit, as ambient lighting will allow the colours to reflect and 'glow' on the wall. Lighting it directly (suggest one light - more than this and the effect will be washed out) will create dramatic and intense colourful shadows.
It's referred to a shelf because the installation and hardware make it easy to install, take out, move to another wall and so on. It is possible to place small, albeit novel curiosity objects on it, so it has the option of acting as a shelf depending on the owner. I call it a to suggest the kind of objects one would put here- a place set aside for intimate, special things. So the short answer is...it can be a certain kind of shelf...and if not a shelf, then a 3 dimensional tile!
The most stirking feature of this object is the immaterial result of the iridescent film- which paints colourful shadows on the wall, and how the two panels intersect so that the "hot" and "cool" colours blend together in their shadows and reflections. Annie chose a simple form to create an opportunity for the material to display it's silent, prismatic dance across the surface.
